Ostroff Associates Welcomes Health Policy Expert Adam Mandel as Senior Vice President
Albany, N.Y. – Ostroff Associates, New York State’s leading government relations firm, announced that Adam Mandel has joined the firm as Senior Vice President. Mandel brings deep expertise in New York State healthcare policy and Medicaid financing, further strengthening the firm’s growing health and human services practice.
Mandel has built a reputation as a trusted strategist and advisor to hospital leadership across New York State, , guiding stakeholders through legislative, regulatory, and budgetary change in a highly complex health policy landscape. At Ostroff Associates, he will advise clients across the healthcare sector on state budget and policy strategy, Medicaid financing, and hospital and health system priorities.

Prior to joining Ostroff Associates, Mandel served in senior roles at the Healthcare Association of New York State (HANYS), where he led statewide advocacy campaigns, drafted and negotiated legislative proposals, and advised on major Medicaid and hospital finance issues. In this capacity, he worked closely with hospital leaders and state policymakers to shape reforms impacting care delivery, reimbursement, and system sustainability. Earlier in his career, Mandel worked for the New York State Assembly Ways and Means Committee, providing fiscal analysis, revenue forecasting, and contributing to high-level budget and tax policy negotiations.
Mandel lives in Albany and holds both a master’s degree in Economics and a bachelor’s degree in Economics from the University at Albany.
