Milestone Recognizes Decades of Reform and Marks New Chapter of Union Independence and Accountability

After more than 30 years of federal oversight, the New York City and Vicinity District Council of Carpenters (NYCDCC) is entering a new era of independence. The milestone reflects decades of institutional change from a shadowed past and a sustained commitment to building an organization equipped to lead with integrity, operate independently, and meet the highest standards of accountability.

“This is monumental for our members,” said Paul Capurso, Executive Secretary-Treasurer of NYCDCC. “We changed the culture, built the systems and proved we can hold ourselves accountable. Now we can run our union and focus on what matters: our members, their careers and their retirements. Our members build this city. They deserve a union that answers to them. This is a new beginning, and our members earned it.”

Federal oversight, which began in 1994 with a consent decree, prompted a fundamental restructuring of how the District Council operated. Over the years, court-appointed officials conducted investigations, monitored union operations, and reviewed financial and administrative practices as part of ongoing efforts to strengthen oversight and accountability. To ensure a healthier and sustainable union for its members, free of improper influence and misconduct of the past, the organization welcomed the opportunity to adopt a more business-oriented approach, establishing dedicated departments such as Accounting, Human Resources, Compliance, and an Office of the Inspector General and implementing rigorous internal controls, compliance measures, and standardized procedures. These reforms established the foundation for the District Council to take responsibility for enforcing its own standards and ultimately earn its independence from federal supervision.

The conclusion of the decades-long legal process demonstrates the District Council’s ability to uphold the standards and reforms it spent decades establishing. With greater authority over its operations and freedom from prolonged external approval processes, the union can act more efficiently and responsively, allowing it to better meet members’ needs and deliver results.

As the carpenters union enters this new chapter, the internal compliance and investigative systems will remain in place, along with the safeguards established to protect the union and its members. The District Council will build on this progress to strengthen union careers, protect members’ retirement security, and ensure the skilled carpenters who build New York City have a stronger future for generations to come.
