Elk Street Group and TLM Associates Announce Merger
New Strengthened Government Relations Firm to Focus on New York State and City Issues
The Elk Street Group (ESG) and TLM Associates (TLM), two of New York’s well-regarded government relations firms with a long record of success for a range of clients in health care, housing, financial services, transportation and economic development, today announced they are joining forces to create a new government relations firm. The new firm will operate as the Elk Street Group and will continue representing businesses and non-profit organizations on government policy, regulatory, permitting, budget and legislative issues.
Diane Frazier and Andrea DeBow, partners at ESG, a certified Minority/Women Owned Business (M/WBE) said: “Our goal for this exciting merger is to bring a new level of strategic and excellent service to our clients given their long history of working with City and State government. The synergies between our two firms will allow us to strengthen our work for clients on a host of issues.”

The new firm will coordinate and oversee strategic lobbying and government outreach across New York State and will maintain offices in Manhattan and Albany.
Diane E. Frazier is a partner at the Elk Street Group LLC, a leading government relations firm in New York State. Diane is a practiced negotiator with twenty years’ experience specializing in representing clients in the healthcare, energy and telecommunications sectors. She possesses a comprehensive practical knowledge of New York Statutory law and provides her clients successful strategies to navigate complex legislative and regulatory matters across a broad spectrum of disciplines.
Andrea DeBow has 15 years of experience lobbying New York state agencies, the State Legislature and the Executive Chamber. Andrea provides a full range of government relations services on matters dealing with strategic development, legislative policy, budgetary analysis and appropriations, regulatory and procurement issues. Ms. DeBow has represented numerous clients with diverse interests and organizations.
Before joining Elk Street Group as a Principal, Thomas was President and founder of TLM Associates, a government relations company he started in 2005. Prior to starting TLM Associates, Thomas worked in senior positions in New York City government for twenty-five years. He served as General Counsel to the New York City Council from 2002 to 2004. Prior to that, (1999-2001) Mr. McMahon worked for the New York City Partnership and Chamber of Commerce as their Senior Vice-President with responsibility for the business organization’s government affairs agenda in Washington, Albany, and New York City. From 1989 through 1999, he worked at the New York City Council Finance Division, serving as Director of that office from 1994 to 1999. From 1985 to 1989 he worked in the Koch Administration’s Office of Legislative Affairs where he served as First Assistant Legislative Representative. He began his career as a staff analyst in the New York State Assembly.
James “Cadillac” McMahon has lived and worked in Albany since 1989. He is a proud graduate of State University of New York at Oneonta, where he studied English Literature. He began his career in government as a staff member for Assemblyman Peter Abbate of Brooklyn and served as a policy analyst to the Assembly Veterans Committee. James began his lobbying career in Albany in 1992 and has successfully built working relationships with the Office of the Governor, all executive agencies, and both houses of the Legislature. James founded JEM Associates NY, LLC (2013-present), a government relations firm with offices in Albany and New York City.
