We urge the inclusion of funding for the Medicaid Quality Incentive Program in the final FY25 State Budget

Dear Governor Hochul, Leader Stewart-Cousins and Speaker Heastie:

On behalf of a broad group of providers and community-based organizations addressing social care needs, we are writing to urge the inclusion of funding for the Medicaid Quality Incentive Program in the final FY25 State Budget.

The Medicaid Quality Incentive Program has been a vital resource in improving health outcomes for more than 5 million New Yorkers enrolled in Medicaid, helping to incentivize efforts aimed at addressing the core causes of health disparities and advancing the quality – and equity – of care for underserved populations. This funding is critical in addressing barriers to care for the state’s most vulnerable residents and supports a broad range of programs that improve the health of Medicaid members. Among them:

  • Funding for physician offices and community health centers to conduct outreach to patients missing preventive services, such as mammograms and vaccinations.
  • Working with social service agencies to assist families in accessing services to help them attain affordable
  • Covering the cost of healthy food home delivery programs to members with chronic
  • Providing in-home wellness visits and flu vaccines for homebound seniors to keep them healthy and out of the hospital.
  • Investments to test innovative care models, like using maternal care navigators and doulas to ensure that high- risk pregnant individuals receive timely pre- and post-natal care.
  • Providing funding for homeless services organizations to fund medical care, addiction treatment services, and housing transition supports.

To preserve and enhance critical programs that eliminate disparities and deliver high-quality, equitable care to the state’s most vulnerable residents, we ask you to include funding for the Quality Incentive Program in the final FY25 state budget.
